Construction being finished isn’t the same as the unit being legal to live in. Final inspection checks the completed work against the approved plans and confirms the required life-safety features actually made it into the building, not just the drawings.

Do you have to replace the parking space you’re converting?

In most cases, no. Government Code §66314(d)(11) prohibits local agencies from requiring replacement parking when a garage, carport, covered parking structure, or uncovered parking space is converted to — or demolished for — a qualifying ADU.

That said, the exemption applies to parking specifically — it doesn’t exempt the project from every other requirement. LADBS still reviews the conversion under the standard building and planning process, and site-specific conditions can still affect how that review goes.
